The second direction is simply an acceptance that China now has a responsibility to frame a common language to deal with issues like environmental ones, global governance, security. The forces of protectionism and isolationism that we have seen in the US and EU in the last few years, and which can be traced back to the shock of the global economic crisis of 2008 and its impact on wealth levels, equality and social development, pull in a different way to those that are likely to best be able to address common problems. It seems that in many places there is an attempt to draw boundaries more tightly, to walk away from even trying to think in an international way, and to complain that the global agenda is no longer one that entirely suits the partners that used to be so keen on it.
It also called for focus on key areas such as infrastructure, sharing resources, national defense-related sci-tech industry, weaponry, scientific innovation for civilian and military purposes, nurturing talent, the coordinated development of social service and military logistics, and the modernized mobilization for national defense and integration in other emerging areas.
Xi said that the 19th CPC National Congress had called for firm resolve in implementing the strategy for military-civilian integration, achieving greater integration and building integrated national strategic system and capabilities.
China will put the greater good before its self interests; and will stand up for small and weak countries and help less-developed countries achieve better growth, Wang said calling China's foreign policy as "more visionary".
Importantly, China has opened a World Trade Organization challenge to the US' initial $50 billion proposed tariffs, while the eurozone and Japan joined a US challenge against alleged intellectual property theft by China. While we know the WTO arbitration process is a lengthy one－measured in months－it is nonetheless encouraging to see the international body is still being used as a medium of communication between different parties to settle trade disputes. That indeed is a ray of hope.
